Alliance Fleuve Congo Appoints Manzi Ngarambe Willy and New Leadership in North Kivu Amid Strategic and Political Ambitions

The Alliance Fleuve Congo (AFC) has taken a significant step toward restructuring governance in the North Kivu Province by appointing new leadership. Through Decision No. 001/COORDO-PR/AFC-M23/2025, issued on February 5, 2025, the Council of the Alliance formalized the designation and approval of a Governor and two Vice-Governors for the province. This decision underscores the AFC’s commitment to strengthening governance, fostering transparency, and addressing the complex challenges facing the region.

The council appointed Bahati Musanga Joseph as the Governor of North Kivu Province. Supporting him in this mandate are two Vice-Governors:

Manzi Ngarambe Willy, Vice-Governor in charge of Political, Administrative, and Legal Affairs.

Amani Bahati Shaddrak, Vice-Governor overseeing Economic, Financial, and Development Affairs.

These appointments aim to bridge gaps in administrative leadership, ensure transparency, and promote good governance in the conflict-stricken region.

The decision was made in accordance with the Constitution of the Democratic Republic of Congo and the founding act of the Alliance Fleuve Congo. It follows deliberations from the AFC Council’s December 15, 2023, meeting and considers the findings of a strategic workshop held on December 20, 2023, in Bunagana. This workshop emphasized the urgency of addressing vacancies in leadership roles to better serve the Congolese population.

The AFC reiterated its dedication to the Congolese people, prioritizing stability, accountability, and closer ties between governance and local communities. By filling these leadership positions, the Alliance aims to align administrative efforts with the broader goals of national unity and regional development.

The appointments come amid escalating tensions in the Great Lakes region. North Kivu, a province marred by political instability and armed conflict, requires robust leadership to navigate its challenges.
