Analysts suggest that Kabila’s comments could be the beginning of efforts aimed at changing the current government in Congo.

This follows Kabila’s public remarks on May 23, 2025, marking his first official statement after a period of exile. He was responding to accusations from the Kinshasa government that he is collaborating with the AFC/M23, which has controlled large parts of Eastern Congo, especially the city of Goma, since January 27.

In his message, Kabila denied claims that he visited Goma last month but confirmed he plans to visit soon. He accused the Kinshasa government of spreading lies to discredit him, stating that collaborating with fellow Congolese is not a crime, particularly since the government itself is negotiating with the AFC/M23 in Doha, Qatar.

In the capital, Kinshasa, the atmosphere is reportedly unstable. Tshisekedi’s administration faces growing accusations of corruption, including the alleged embezzlement of large sums of money by several ministers.

This has led to drastic measures, such as the arrest of 24 senior military officers, some of whom are suspected of betraying the country and contributing to the crisis in the east.

These controversial moves coincided with the closure of banks in Goma and Bukavu, a decision strongly condemned by the AFC/M23 leadership. They accuse Tshisekedi of oppressing civilians and committing crimes against humanity.

Lawrence Kanyuka, spokesperson for the AFC/M23, stated: “This money belongs to the people, it is not the property of M23 or AFC. Tshisekedi has committed a crime by seizing it, and that is a crime against humanity.”

On the other hand, Joseph Kabila, who led the country from 2001 to 2019, criticized Tshisekedi’s administration for poor governance and alleged cooperation with armed groups like the FDLR and others under the Wazalendo coalition. He claims this has worsened insecurity in the country and across the Great Lakes Region.

He said: “When the government started collaborating with terrorist groups like the FDLR and other militias, it opened the door to expanding the war in the region, which could have severe consequences for the security of the Great Lakes Region of Africa.”

Kabila also released a 12-point plan aimed at restoring peace in the country. His proposals include ending authoritarianism, promoting dialogue, dismantling armed groups, and repatriating foreign mercenaries.

Ongoing leaks from intelligence sources and Congolese politicians suggest that a broad operation may be underway to remove President Tshisekedi from power. Some of his closest allies are reportedly losing trust, while the military appears divided between supporters of Kabila and those loyal to Tshisekedi.

While no solid proof of a coup plot has emerged, recent events, such as the arrest of top military officers, heightened security in Kinshasa, and ongoing security sector reforms, are raising serious concerns.

Experts believe Kabila, a figure who never completely stepped away from Congolese politics, may be planning a return to power or supporting a military-backed successor.

As Tshisekedi’s government continues to lose credibility both domestically and internationally, many Congolese citizens are left confused and anxious. The growing insecurity, economic instability, and erosion of civil rights are painting a picture of a nation on the brink.
