Minister Mutamba placed under City-wide travel restriction in Kinshasa

The Prosecutor General of the Court of Cassation in the Democratic Republic of Congo (DRC), Firming Mvonde, has issued a directive preventing the country’s Minister of Justice, Constant Mutamba, from leaving the capital city, Kinshasa. The travel restriction, announced on June 16, 202, follows a parliamentary decision authorizing legal proceedings against Mutamba over allegations of high-level corruption.

According to the investigation, Mutamba is accused of embezzling $19 million in public funds that had been allocated for the construction of a maximum-security prison in Kisangani, located in Tshopo Province.

In an official letter addressed to the Director-General of the Directorate General of Migration (DGM), Prosecutor Mvonde cited Article 83 of Law No. 13/010 of February 13, 2013, which governs legal procedures before the Court of Cassation, as the legal basis for his decision.

“I hereby inform you that, in accordance with the provisions of Article 83, I have taken the decision to prohibit Minister Mutamba from leaving the city of Kinshasa,” the letter reads.

The measure aims to ensure the minister remains available for questioning and judicial proceedings. The move is widely interpreted as a prelude to **Mutamba’s possible indictment and trial, signalling that authorities are treating the case with growing urgency.

This development casts a shadow over Mutamba’s political career and raises serious questions about accountability and governance in President Félix Tshisekedi’s administration, as it navigates heightened scrutiny both at home and abroad.
