The State of Qatar has expressed its support for the recent statements by the Democratic Republic of the Congo (DRC) and Rwanda regarding the de-escalation of tensions in the eastern part of the country. It particularly welcomed the announcement of the withdrawal of the M23 group from the Walikale region, considering it a significant step towards peace and stability in the region.
On March 22, 2025, the AFC/M23 announced the withdrawal of its fighters from Walikale and the surrounding border areas after nearly three days of presence.
Lawrence Kanyuka, spokesperson for the AFC/M23, stated that this decision aimed to create a conducive environment for peace talks. However, he warned that if the Congolese government forces resumed their attacks, the group might reconsider its stance.
For his part, Major General Sylvain Ekenge Bomusa, spokesperson for the Congolese army, confirmed the AFC/M23’s withdrawal and urged government soldiers and local militias not to attack the fighters.
On March 23, 2025, the government spokesperson issued a statement welcoming the decisions made by the AFC/M23 and the Congolese government, reaffirming Rwanda’s commitment to cooperating with all stakeholders to ensure compliance with peace agreements.
In a statement released on March 24, 2025, Qatar’s Ministry of Foreign Affairs emphasized the importance of dialogue and the peaceful resolution of conflicts. It praised the commitment of the DRC and Rwanda to intensify diplomatic efforts to ease tensions and work towards a peaceful resolution of the crisis.
“The Ministry also expresses hope that this constructive approach and spirit of cooperation will continue to ensure the protection of civilians and promote security and development,” the statement read.
Qatar reaffirmed its support for the Nairobi and Luanda processes, which are part of the framework of the East African Community (EAC) and the Southern African Development Community (SADC).
This statement is part of ongoing efforts to resolve the crisis in the DRC. In February 2025, EAC and SADC leaders met in Tanzania, urging the conflicting parties to engage in political dialogue.
As a virtual meeting is scheduled for March 24, 2025, Qatar has expressed its support for the leaders’ plan and emphasized the importance of respecting the principles of international law.
Furthermore, the Emir of Qatar, Sheikh Tamim bin Hamad Al Thani, hosted a meeting in Doha on March 18, 2025, between Presidents Paul Kagame and Félix Tshisekedi to discuss regional security issues. Following this discussion, both heads of state reaffirmed their commitment to a constructive political dialogue between the conflicting parties.
